of the Youth Foundation under the President of the Republic of Azerbaijan
No 05(08) dated December 28, 2013, No 02(10) dated September 03, 2014 and No 02(13) dated April 30, 2015

Rules
for grant contests held by the Youth Foundation under
the President of the Republic of Azerbaijan

  1. General Provisions

1.1. The Rules shall regulate grant contests organized by the Youth Foundation under the President of the Republic of Azerbaijan (hereinafter – Foundation) to provide financial support the projects of youth organizations and individuals aged between 16 and 29;

1.2. The Rules have been prepared in compliance with the Regulations of the Youth Foundation under the President of the Republic of Azerbaijan approved by the decree of the President of the Republic of Azerbaijan No 542 dated December 19, 2011.

  1. Contestcategories

2.1. The Foundation shall hold grant contests in 4 categories:

2.1.1. Category “A”  (local projects) – The projects held by state-registered youth organizations in the Republic of Azerbaijan in compliance with the subjects approved by the Supervisory Board of the Foundation;

2.1.2. Category “B” (international projects) – The projects held in Azerbaijan by state-registered youth organizations in the Republic of Azerbaijan in compliance with the subjects approved by the Supervisory Board of the Foundation with the participation of both local and foreign youth (participants at least from 5 countries and minimum 2 foreign youth organizations as a partner), as well as the projects held in foreign countries with the participation of Azerbaijani youth;

2.1.3. Category “C” (individual projects) – The projects held by individuals between 16 and 29 in accordance with the subjects approved by the Supervisory Board of the Foundation;

2.1.4. Category “D” (Grants for participation in international events) –Partially funding of the Azerbaijani young scientists, social activists, and talented and creative youth to participate in international events.

  1. Participation in the contest

3.1. Those who want to participate in the contest are required to register in the official website of the Foundation (www.youthfoundation.az), and to get appropriate code and password.

3.2. Only state registered youth organizations and individuals aged between 16 and 29are eligible to participate in the contest.

3.3. Youth organizations can only submit one project proposal on categories either “A” or “B”.

3.4. Individuals, during a year, can submit a project proposal on Category “C”.

3.5. The Foundation shall not allocate additional funding or refinance the projects which have been fully sponsored by other institutions, as well as, the projects still being in running or having been completed.

3.6. The executors whose projects have previously been funded by the Foundation and are still in running, are not eligible for a new project.

3.7. The Foundation shall not consider the recipients’ applications who have not submitted their previous projects’ reports within 15 days following the deadline of the new Grant Contest, even if they had already completed the project.

3.8. The Foundation shall only process the projects submitted on-line.

3.9. The duration of the projects submitted to the contest should not be less than 3 months and more than 12 months.

3.10. The content of the projects submitted to the contest should not be contrary to the provisions and directions of state youth policy carried out in the Republic of Azerbaijan.

3.11. The Foundation shall not provide funding for the projects aiming political, religious or charitable activities, studying abroad, humanitarian aid and income growth.

  1. The Duration of the Contest

4.1 The duration of the contest (start and end date) shall be determined by the Supervisory Board of the Foundation.

4.2. Basically, the submission of the project proposals on categories “A”, “B” and  ”C” is scheduled for up to 30 days. If necessary, this term can be changed by the decision of the Supervisory Board.

4.3. Applications on Category “D” shall be accepted on a regular basis.

4.4. Applications on Category “D” must be made at least a month before the event begins. The individual to attend the international event should attach his/her invitation and speech text (if any) to the application.

  1. Assessment of the projects

5.1. The project proposals shall be assessed within the period set by Supervisory Board of the Foundation and the winners are publicly announced.

5.2. Two steps for assessment of the projects submitted to contest:

  • Technical expertise;
  • Supervisory Board of the Foundation shall evaluate the projects and make the final decision.

5.3. Administration of the Foundation shall conduct technical expertise of the projects. The Administration of the Foundation shall:

  • register the project proposals and classify them for the categories;
  • verify the conformity of the project proposals and attached documents with the forms approved by Supervisory Board of the Foundation;
  • check the possibilities of being similar or re-submission of the project proposals;
  • find out the accountability of the projects previously performed by youth organization or individual with the financial support of the Foundation.

5.4. The Administration of the Foundation shall make reference regarding to technical expertise results for each project and present it to the Supervisory Board.

5.5. The Supervisory Board shall assess projects and make decisions based on references presented by the Administration of the Foundation. The Supervisory Board shall:

  • assess the conformance of project proposal to these Rules, public significance, being of efficiency and realistic, including sustainability criteria;
  • explore the budget of project proposals;
  • make appropriate decision on each project.

5.6. Executive Director of Foundation by consent of Chairman of Supervisory Board shall make decision on applications submitted to the Foundation for participating in international events (Category “D”).

  1. Funding projects

6.1. The Foundation shall make the payment in two steps for the projects submitted on categories “A”, “B”, “C” and received approval for funding. As a first step, the 70 % of the payment shall be deposited to the relevant bank accounts. The executors will get remained 30 %following the final report of the project submitted.

6.2. The Foundation shall in advance pay 70 % of travelling expenses (transport or living expenses) for Category “D” and the rest of 30 % after the visit and submission of the report.

6.3. The Foundation shall render the payments in Azerbaijani manat (AZN).

6.4. If the project budget has been made in a foreign currency, the exchange rate of the Central Bank of Azerbaijan which is valid for the day of decision on funding project shall prevail.

6.5. If necessary, the funds allocated for projects shall be paid in a foreign currency.

6.6. Recipients bear responsibility to use the grants allocated for their projects due to execution plan and budget of the project approved by Foundation in accordance with the legislation of the Republic of Azerbaijan. Should the need arise to make changes in execution plan and budget costs, recipients are required to officially apply to executive director. The changes should be approved by executive director by consent of Chairman of Supervisory Board.

6.7. The Supervisory Board shall determine the signing duration (entry into force and termination) of the contract between Foundation and recipients on financial support. The recipients’ failure to sign the contract within the time specified shall lead to the termination of the project.

  1. Accountability of the project

7.1. The Foundation shall conduct monitoring and prepare reports in order to supervise the performance of funded projects.

7.2. The youth organizations and individuals shall provide the narrative and financial reports with covering documents to the Foundation within 15 days after completion of the projects.

7.3. The reports shall be prepared in Azerbaijani or English in accordance with the forms approved by Foundation.

7.4. In accordance with the terms of the contract, if the allocated funds have not been completely expended, all the money leftover shall be refunded to the Foundation.

7.5. The Foundation may request additional information and (or) documents from recipient with a view to get detailed information regarding to execution of project and results in a course of checking reports.

7.6. The Foundation shall approve reports after checking properly and inform recipient on it in a written form.

7.7 The Foundation has the right to fully cut the funding, impose at least 1-year restriction on it or conduct other measures in line with the legislation of the Republic of Azerbaijan, if the recipients expend the allocated funds for the purposes not reflected in the contract or other infringement cases reveal.

  1. Final provisions

8.1. The Foundation shall hold information sessions and other events in order to inform a number of youth and youth organizations on grant contest.
